The same rule should apply to all with provision of refuse bags

• I RECENTLY learnt that Camden has discontinued its provision of free orange refuse bags to all residents, except those living in flats above shops. I do not understand why they have been prioritised.

There are many residents living in premises, such as small terraced houses, abutting the pavement, with no facilities to house wheelie or black bins. They are required to purchase their own black bags.

Furthermore these residents probably pay a higher rate of community charge. If Camden wishes to economise, then the same rule should apply to all.
